About Us

Carla Perry—businesswoman and philanthropist—is regarded by most as an altruistic leader dedicated to the well-being of her community. Her family, friends, and staff describe her as a loving and giving person who places the needs of everyone above her own.

As a philanthropist, Ms. Perry dedicates her time and financial support to causes close to her heart. She currently services as the Director for Olney Hamilton Hospital Foundation, which was created in 1997 to raise funds to benefit the Olney Hamilton Hospital. Recently, she has launched The Perry's Foundation with the primary focus is to fund ministries that will strengthen the communities in which they serve.

Ms. Perry’s career as a businesswoman began alongside her husband, the late L.F. Perry. Working as an equal team, the Perrys operated their first construction business in the early 1950s, and they relocated to Texas in 1959 to open their second business, Perry Ready Mix, which they operated until 1971. Supportive of her husband’s idea for a portable concrete batch plant, Ms. Perry diligently supported all efforts that led to the development of Construction Equipment Manufacturing Company, Inc. (CEMCO) located in Olney, TX. CEMCO, Inc. has been manufacturing mobile batching plants and mixing equipment since 1975, providing equipment used by state and governmental agencies across the United States, Central and South America. Ms. Perry is currently the president and is actively involved in the daily operations of the plant.

Justin Piegat is the general manager of CEMCO and the president of the board for The Perry's Foundation. Justin earned a Bachelor of Arts degree in Biblical Education from Dallas Christian College. After graduating from college, he and his business partner launched Next Century Screens prior to opening KJ Custom Designs that he operated as a solely in Frisco, TX.

At CEMCO, Justin’s focus is on sales, marketing and brand management for the company.
